Introduction

Cochin International Airport was a novel venture in the history of civil aviation in India. It was the first International Airport in India, which was built outside the ambit of the Government of India. The airport was owned by Cochin International Airport Limited, a public limited company in which the Government of Kerala was the single largest shareholder.

It cost Rs.2.3 billion and had taken six years to complete. V.J.Kurien, an Indian Administrative Service officer was the moving force behind CIAL who had taken it upon himself to build a private airport in Kerala. He had the support of the then Kerala Chief Minister K Karunakaran.

But Government of Kerala realized that it did not have the finances to construct the airport on its own. Kurien, as the managing director of CIAL had been asked to prepare a project report recommending various financing options to implement the project...
